Overview

Energy Savings for all State Buildings New York State Home

It’s an ambitious goal—a 20% improvement in energy efficiency at state owned and managed buildings by the year 2020. But the return on the BuildSmart NY program makes it worthwhile: energy efficiency is one of the most cost-effective methods for reducing greenhouse gas and other environmental pollutant emissions, and implementing energy efficiency improvements creates jobs and leads to reductions in building operating expenses. Those positive outcomes led Governor Andrew Cuomo to issue Executive Order 88, which mandates the improvements. NYPA is charged with advising on BuildSmart NY projects and tracking the program’s progress.  BuildSmart NY is a key program underpinning the Governor’s Reforming the Energy Vision strategy to build a cleaner, more affordable and resilient energy system that supports the state’s goal of reducing greenhouse gas emissions 40 percent by 2030.

Six state entities are responsible for more than 90 percent of the State’s building space, and they have been central to the BuildSmart NY effort.

NYPA Energy Solutions

NYPA’s Customer Energy Solutions (CES) team offers a comprehensive suite of design-bid-build energy project services, digital energy management, and demand response capabilities. NYPA brings world-class expertise and deep local knowledge to designing, installing, commissioning, and financing projects for energy efficiency, resiliency, and distributed energy. In all, NYPA has worked on more than 2,400 projects, saving customers hundreds of millions of dollars in energy costs and improving energy resiliency and productivity. The CES team is available to serve public, commercial, municipal, and institutional customers of all kinds. NYPA’s technical and construction management services, along with tax-exempt financing for qualified clients, make CES a one-stop shop for energy projects.

Green Power: Blended Power Product

NYPA’s Blended Power product is a new green energy option, and is one of the simplest ways for your organization to meet its energy and sustainability goals.

This power product has a 51% or 100% green component, and is competitively-priced on a variable or fixed rate basis. It is ideal for customers including local governments, state agencies, and NYPA’s current business and nonprofit customers that are looking for an affordable way to replace non-green power. The fixed rate option is available for those who seek financial certainty for budget and planning purposes.

Customers who previously did not qualify for low-cost hydropower may be eligible for this Blended Power Product. Also, if you are a current hydropower customer, this energy can supplement the hydropower that NYPA currently provides to you.

With the introduction of this Blended Power Product, NYPA continues the expansion of its suite of green power solutions – providing large scale energy efficiency services, LED streetlighting for towns and communities, solar solutions, and now, green power – to help your organization reach its sustainability goals.

Audits and Feasibility Assessments Identify Efficiency and Savings Opportunities

Our audit and feasibility assessments identify efficiency and energy savings opportunities including alternative power generation, and maintenance and monitoring improvements.

Serving as a trusted and impartial marketplace advisor, NYPA will:

  • Analyze costs and historic utility use (including electric, oil, gas, and steam).
  • Develop an Energy Utilization Index (EUI) for each selected site.
  • Have a certified engineer conduct a facility survey.
  • Produce a project and cost savings analysis for energy savings measures.
  • Determine greenhouse gas reductions that can be achieved through the implementation of recommended energy measures.
  • Create an inventory of potential capital improvements that warrant future implementation.
  • Recommend changes to operations and maintenance procedures to lower energy use.

 

Services Description
Virtual Audits  Virtual Audits provide integral benchmarking data, enabling customers to decide where to focus their efforts in an efficient and effective manner.
Technology Assessments focus on evaluation of a specific technology relevant to a customer’s facility. These assessments help customers determine how cutting-edge technology can help achieve energy efficiency results.
Feasibility Studies combine cost estimates with the technical components of a Technology Assessment, enabling customers to determine the viability of moving forward on an energy efficiency project.
ASHRAE Audits
ASHRAE helps to standardize the auditing process. There are three levels: Level I offers a basic walk-through analysis, Level II goes more in-depth, and Level III provides an investment-grade analysis.
Energy Master Plans An all-encompassing audit, Energy Master Plans evaluate all energy opportunities in a detailed manner. The plans developed become a road map for a long-term capital improvement program.
